Navigating ballast water commissioning testing requirements and potential pitfalls

Date: Tuesday 9 April - Time: 09:00 - 09:45 BST

Fitting a ballast water management system that is type-approved by the US Coast Guard or IMO is not the end of a shipowner’s ballast-related compliance obligations. Layers of requirements have been added – from the June 2022 deadline for a successful test to the September 2024 D-2 standard deadline – and ongoing operational obligations to maintain compliance remain.

Join us as we discuss

  • Why type-approval does not mean compliance
  • Understanding installation testing vs commissioning testing
  • Understanding indicative testing vs detailed testing
  • Common reasons for commissioning testing failure
  • Should there be regular (annual) compliance testing?

Panellists:
Ersi Zacharopoulou, EMEA Marine Business Manager, SGS
Michelle Guy, Proposals Engineer, Wärtsilä Water & Waste

BWMS legislation in North America

Date: Wednesday 10 April - Time: 14:30-15:15 BST

Under the 2018 US Vessel Incidental Discharge Act (VIDA) legislation and as the key policy-making body for ballast water rules in the US, the Environmental Protection Agency (EPA) was required to propose new standards for the US Coast Guard (USCG) to adopt and enforce. However, in October 2023, more than two years after the original deadline for the new rules, the EPA issued a policy letter proposing that the USCG continue to use existing standards.

Join us as we discuss

  • Explanation of the EPA policy letter
  • The implications for VIDA
  • EPA’s Laker proposal
  • How the Laker proposal would impact Canada
  • Does the EPA policy letter meet VIDA requirements?

Panellists:

Paul Topping, Director, Regulatory and Environmental Affairs, Chamber of Marine Commerce
Debra DiCianna, Director of Environmental & Regulatory Affairs, Lake Carriers’ Association
William H. Burroughs, CMarEng, CEng, FIMarEST, Founder and CEO, Monstrant Viam, LLC

Standardising ballast water compliance:
key takeaways from MEPC 81

Date: Thursday 11 April - Time: 09:00 - 09:45 BST

Key outcomes of International Maritime Organisation’s (IMO) latest Marine Environment Protection Committee (MEPC) meeting (81) included finalising a table of important issues to consider during a review of ballast water regulations. These issues address improvements to the performance and reliability of BWMSs to improve compliance with the D-2 standard.

Join us as we discuss

  • Why more effective sampling and analysis methods are needed for Port State Control
  • How crossover, confusion and overlap issues between international conventions must be addressed
  • The need for ship compliance mechanisms in cases when BWMSs fail or are not suitable
  • Minimum requirements for ballast water management plans, including contingency measures to ensure D-2 standard compliance
  • The operational and maintenance challenges from preventable BWMS failures caused by a lack of crew familiarity
  • Addressing challenging water quality

Panellists:
Elfian Harun, Regional Manager SE Asia & Environment Manager, INTERTANKO
Jad Mouawad, CEO, Mouawad Consulting
